Kakheti is a comfortable drive from Tbilisi — sign in the city, then head east for an evening ceremony or dinner among the vines. Transfers are part of every ceremony tier.
The legal part always happens in Tbilisi — the Public Service Hall signing and same-day apostille don't change. A celebration here is the optional evening (or the next day), planned around your certificate, not instead of it.
