Svaneti is a proper journey from Tbilisi, so we plan it as its own day (or weekend) after your signing — the certificate is already in hand before you head for the mountains.
The legal part always happens in Tbilisi — the Public Service Hall signing and same-day apostille don't change. A celebration here is the optional evening (or the next day), planned around your certificate, not instead of it.
